Their goal is to magnify and sensationalize the incidents to keep the nation in a state of hyper tension and confusion for a pretext to declare Pakistan a security risk and to justify that its nukes are not safe….

I would venture to disagree a bit. If you go to many of the streets of the main cities of Pakistan, many labourers, shopkeepers, vendors who are common people, also rip people off. Not all but many.
One hand you have educated rich people committing frauds of mind boggling magnitude with the middle class indulging in monetary corruption within their limited powers and on the other hand, you have the lower middle class and the poor doing the same by evading taxes and ripping people of off.
So it not just the rich, but everyone.
Solution is self accountability. If you get ripped off, do not repeat it with someone else.
