If someone is donating 20 million dollars of public money of tax payer then definitively the donor will have to monitor it as well for the compliance.

Talat good job is bashing USA as you did on Kerry Luger Bill. I would assume that for sure, this family is not clear and is involved in embezzlement because of two solid reasons.
1. Why did this family two months to respond.
2. Why didn't Talat brought someone on line from US AID to hear from the other side of story.
3. Pakistanis are generally corrupt and as soon as they see US Dollars or British pounds they loose their faith, imaan, etc. specially when we are talking about millions of dollars.
4. If this allegation was on PPP or current govt. Would Talat had done the same effort to clear its name or would he been also joined with US media in bashing PPP

How easily you could say that "Pakistanis are generally corrupt?" I have travelled all around the world and I must tell you that we have great people which no country has got. I go crazy seeing our nation spitting on itself. We are great people, we only need reorganization and this the best nation in the whole world.
Your language without reasoning tells exactly how you were brought up. Pakistanis in general lie without hesitation. To grab someone else money is very common. If you deal with a Pakistani you would know how mistrustful they are. Everyone steals taxes, everyone steals electricity. Every one is ready to kill the other one for a one marla plot. Qabza groups are only found in Pakistan. Jhooti gawahi is so common. I have traveled around the globe also and Muslims in general and Pakistanis in particular can very easily be corrupted in financial matters .

what ever the story behind it in from or sideways the fact still remains that pakistan has been collecting american aid from day in the shape of kind arms and funds what we did with it is different story as with every good thing pakistanis do, we mess it up other wise if aid was such a bad thing than countries like germany and japan would never have taken . pakistanis are no one is mis using and absusing the aid packages that we got from time to time.our beuracary and leadership are equally to blame and reponsible for the fraudulent and rather distructive use for their own benifits .
