If the contents of the letter to Swiss authorities are so simple as described by the two law experts, then I think the Supreme Court is just wasting time by summoning the Minister to explain the reasons of not writing it.
But in my view, the reluctance or denial to writing the letter has far-reaching consequences for the President irrespective of his being shielded by 248 B and the UN convention etc. It would judge the President's eligibility in the pre-NRO as well as the post NRO perspective whereby 248 does not exist at all for him. The Supreme Court would not allow 248 immunity for the President. The reopening of the Swiss cases against the sitting President at the request of his government means handing over a convict to the Swiss authorities for trial.
